Amended TRC Law: ARISE Group Sues For Peace, Says New Law Beneficial To A’Ibom

By Freshgist

A socio-political group, under the aegis of ARISE Ambassadors has urged the people of the state to remain calm, peaceful and united despite the ongoing criticism from a section of Akwa Ibom State on the newly amended Traditional Rulers Council law.

Addressing newsmen in Uyo on Sunday, on the theme: "Amended Traditional Rulers Council law: The Dignity of Traditional Institution and Needless Rancour", the National President of the group, Reverend, Richard Peters  frowned at the ethnic dimensions which the new law is assuming to bring and the threat to the existing peace in the state.

Peter appealed for support of the new Traditional Rulers law of Akwa Ibom State and urged for immediate stop to the blackmail and campaign of calumny.

Recall,  the governor had accented the bill seeking to amend the Traditional Rulers CAP 155 Laws of Akwa Ibom State, 2022 (as amended) which was presented, deliberated and subsequently referred to the House Committee on Local Government and Chieftaincy Affairs for scrutiny and finally passed into Law by the state Assembly.

Freshgist reported that the amendment has elevated the Oku Ibom Ibibio to the position of the President general of the Supreme Council of Akwa Ibom, added that Traditional Rulers for Life was primarily targeted at making traditional rulers in Akwa Ibom State to attain such credibility and integrity just as it is in  Northern and Western  parts of the country.

According to ARISE Ambassadors who were disturbed by the tension being generated by the new law, their press statement reads in parts;

“Our findings reveal that every aspect of the bill was considered and a public hearing was held where all relevant stakeholders from the 31 local government areas including representatives of the paramount rulers, Oku Ibom Ibibio, Atha Oro, Itai Afe Annang, sociopolitical groups, trade unions, civil society groups among others were represented.

” Contributions and inputs from all the stakeholders were solicited and obtained through memoranda to the committee which added to the final position of the proposed amendment. In the end, after the different stakeholders made their position known, everyone accepted to the eventual amendment”.

“We, the ARISE Ambassadors are wholly in support of the amended TRC law because we know that is a good way to take the traditional rulers in Akwa Ibom State to play in the “big league” of traditional institutions in Nigeria.

“We are aware that the role of the traditional institution in Nigeria is crucial to the development and progress of the diverse ethnic nationalities in the country, as well as their strong influence in some political issues in the land even in their advisory capacity.

"The traditional institution is highly revered, confers prominence on the various ethnic groups and goes a long way in influencing government policies in their areas of jurisdiction. Indeed, the traditional institution grades ethnic groups.

“This accounts for why the words of the Ooni of Ife, Oba of Lagos, Oba of Benin, Olu of Warri and others are laws. The ethnic groups that own these first-class traditional rulers are able to achieve this status for their kings because of the modus operandis of the tribes including ascension to the throne and duration of their reigns. A common denominator among them is that the kings reign for life, part of which the amended TRC law has taken care of.

“That is why we strongly pitch our tent on the collective decision by the 31 paramount rulers in Akwa Ibom State, apart from those who are sick, and other stakeholders that in order for Akwa Ibom State to play a role in the national traditional rulers council, there was a need to elevate the traditional rulers council in the State to be known as Supreme Traditional Rulers Council headed by the President-General.

“This is highly commendable. It shows a traditional institution that is concerned about projecting the image of Akwa Ibom State in the comity of traditional rulers in Nigeria with attendant benefits.

“By sharing the offices of the President-General, Vice President-General I and Vice President-General II among the Oku Ibom Ibibio, Nkuku Annang and the Ahta Oro shows that our traditional fathers are sensitive to the components of the State, and want to continue to live in love and unity.

“We are highly impressed by the exemplary disposition and mentality of the President-General of the Supreme Traditional Rulers Council and Oku Ibom Ibibio, Ntenyin Solomon Etuk for his contra-myopic leadership style and patriotic actions in all his stations of life.

“We are confident that the new office will not be an exception. The first-class monarch sees himself first and foremost as an Akwa Ibomite and not an Ibibio, Oro or Annang. That is what patriotic leadership entails and Ntenyin is not found wanting”.

The group appealed to the protesters to rethink and advised them not to take the peace and unity enjoyed in Akwa Ibom State for granted.

According to them;” We are pro-Akwa Ibom, and want the people to magnify the State and not the ethnic divides. We urge all to see the idea of having a President-General for the Supreme Traditional Rulers Council as a bold attempt to compete favourably with other ethnic groups in Nigeria in the traditional institution.

“Akwa Ibom State has excelled in different fields under different administrations. We thank Governor Umo Eno for bringing reputation to our traditional rulers through this new law and urge all not to jeopardize the good intentions of the Governor just for their selfish and clannish interests.

“This is not a time to distract Governor Umo Eno through whatever masked guise. Akwa Ibom State belongs to everyone but not everyone can be governor at the same time.

Let us not derail from that path of love, unity and oneness chatted for us by the founding fathers. We are one!” The group concluded”.

Gov Eno applauds President Tinibu over Inclusive governance.

Akwa Ibom State Governor,His Excellency, Pastor Umo Eno

By Freshgist

The Executive Governor of Akwa Ibom State, Pastor Umo Eno, has applauded Nigerian President, His Excellency, Bola Ahmed Tinubu for running an Inclusive governance in His Administration.

Speaking during Media Parley on Friday at the banquet hall,  Governor Eno, who returned to the state from the trip he made to the 78th General Assembly of the United Nations in New York, USA, disclosed that his participation at the UN summit afforded him an exposure to learn and also used the medium to market the state.

He explained that President Tinibu's gesture of including state governors across party lines to the just concluded UN summit  in New York, USA, has brought about renewed approach to governance in the country.

He also appraised President Tinibu's for his unity and fatherly approach to governance shows understanding and experience in politics. Added that the warm reception accorded guests for the Summit was to strengthen the unity and faith in the National Assembly as Nigeria’s symbol of democracy.

According to Governor Umo Eno:

"This President is a father. He has been in politics long enough. He understands the dynamics that he has to put everyone together; that we must come to the table; we may be children from different mothers, but same father and it’s the responsibility of the father to bring everyone together.

“Let me thank Mr President for the opportunity he has afforded me, the exposure to learn as well as market Akwa Ibom. I don’t take this for granted.”

On his interactions with potential investors, Governor Eno said: “We are hopeful and happy with what we have seen and heard, and we are hopeful. We have made some contacts that we will follow up on the need and we trust God to help us bring investors back home.”

Acknowledging his confidence in the leadership model of the President Tinubu led-Federal Government, Gov Eno declared that the inclusivity model is already yielding positive results for his administration.

Reacting to threats that his inability to share money to stakeholders in the state structures may work against his chances of second term, Governor Eno declared that he would be comfortable serving an impactful single term than a useless two terms in office.

He expressed satisfaction that he prefers to invest in the 7.9 million Akwa Ibom people than dashing money to few stakeholders

“We are trying to ensure that my recurrent expenditure does not run at per with my capital expenditure. Whatever we save is to be put back in the rural areas. Every N500 million I save would give me a school, would give me a hospital.

“I prefer a good first term than a useless two-terms. It is only when you account for four years well, that you would be asked to go again. I’ll rather put money in rural communities. My job is to ensure that the 7.9million people are satisfied. I discovered that almost everybody is waiting on government. I am not perfect, but i promise that I will not deliberately launch this state into something we would regret. We will do our best,” he assured.

On his plans to tour around the rural areas in the state, Governor Eno said; “We are working with the 31 Local Government chairmen on agricultural development. We will be using not less than 50 hectares of land per Local Government Area for farming.

Speaking on Infrastructure development in the state, the Governor said “the challenge before us is to maintain the existing infrastructure. We lack maintenance culture. That is why we seek to establish an asset management agency to help in maintenance of our assets. We build new ones when we have to.”

AKWA IBOM: CSOs demands urgent passage of bill to amend the traditional rulers’ law

By Freshgist

A coalition of Civil Society Organisations in Akwa Ibom State have Urged the State House of Assembly to ensure the passage of a bill seeking amendment of the traditional rulers law Cap 155 of the State 2022 without further delay.

Speaking in a joint press briefing in Uyo on Friday the coalition which includes; The Center For Human Rights and Accountability Network (CHRAN), led by Otuekong Franklyn Isong; People’s Rights to Life Development Foundation led by Comrade Ifot N. Ifot and Vital Partners for Development led by Dr. Victor David, also called on the governor, Umo Eno to assent to the bill when passed to him as it was long overdue.

The groups stated that the bill when passed into law would upgrade the status of the Traditional institution of Akwa Ibom State.

They also explained that the law would enable the Oku Ibom Ibibio- which is the highest traditional stool in Akwa Ibom to be at par with other traditional stools in other states such as the Sultan of Sokoto. Obong of Calabar, Olu of Warri, Emir of Kano, Oba of Benin, and Obi of Onitsha among others. Maintaining that the law would give room for the royal fathers in the state not to be treated as second fellows before other names earlier mentioned when they attend their national council of chiefs meeting in Abuja.

According to the Coalition;“CSOs are saying that this bill should be passed into law without further delay so that our royal fathers should be accorded the same respect as their counterparts in other states, we cannot continue like this.

"The bill has already upgraded the status of the principal law we have and when assented to, it will now be Akwa Ibom State Supreme Council of Traditional Rulers and no longer Traditional Rulers Council (TRC) this is in section 43 of the principal law as amended. If this had been done before now, it would have put the state in a different light, it is long overdue.”

The coalition called on the political class and government at all levels to ensure full implementation of the law when passed, by according maximum respect to the royal fathers as done in other states regretting the minimal respect given to them in the past.

"If the amended law is passed, we will have Vice Presidents 1 and 2 who shall be appointed by the governor apart from Oku Ibom, Akwa Okuku Annang and Ata Oro from the three ethnic groups in the state and Oku Ibom will become the highest stool from the largest ethnic group. They further explained.

Hon. Eric Akpan, Member, representing Nsit Ibom State Constituency in Akwa Ibom state house of Assembly

By Freshgist

Akwa Ibom State House of Assembly has passed a bill mandating the House Committee on Works to collaborate with the Ministry of Works and Fire Service to ensure that construction work swiftly commences on Ikot Akpan Abia/Oboyo Ikot Ita Road, in Nsit Ibom State Local Government Area.

This motion was brought to the House by the Member, representing Nsit Ibom State Constituency in the State Parliament, as a response to the alarming situation faced by the residents of the affected communities.

Presenting the motion on the floor of the House, Hon. Akpan explained that, the Ikot Akpan Abia/Oboyo Ikot Ita Road, which connects several communities in Nsit Ibom Local Government Area, had become a symbol of abandonment under the previous administration, with contractors relocating their equipment and personnel away from the site.

He noted that the abandonment left the road impassable, leading to significant transportation difficulties and economic hardship for the road users.

"The impact of this neglected infrastructure has been profound, affecting not only the daily lives of residents but also commercial activities in the region.

"Markets, farmlands, schools, and numerous feeder roads are connected to this critical artery. Additionally, the road serves as the shortest route from Nsit Ibom Local Government headquarters to Uyo, the state capital, facilitating essential services and daily commutes for a growing number of residents".

"The economic and social implications of restoring this road are immense. The reconstruction would not only provide improved access for residents and visitors but also stimulate commercial activities in the area and beyond.

"The transportation of agricultural products such as palm oil, kernels, cassava, vegetables, fruits, plantains, yams, cocoyams, and coconuts, which form the economic backbone of the region, would be greatly facilitated", Hon. Akpan elucidated.

As Hon. Akpan yielded the floor, the motion was dully seconded by the Member representing Mkpat Enin State Constituency, Hon. Imoh-Ita.

According to Engr Udo, the project was sponsored by Niger Delta support program and Funded by European Union, UNICEF and counterpart support from the state government.

Udo expressed assurance that the Agency had mainstreamed inclusiveness in the course of those provision by segregating the sanitation facilities into male, female and for people living with Disabilities.

He stated that the Agency had also trained WASHCOM and local area mechanics to oversee the activity and maintenance culture of the  facilities in the four LGAs, urged the residents and citizens to shun vandalism and theft of government properties, encouraged to rather take ownership of those projects.

Udo identified repairs, vandalism and theft as major issues surrounding Wash projects in the state, stating that the maintenance culture has always been the problem" that is why we train WASHCOM and local areas mechanics, we train them on how to trouble shoot pumps and maintenance of our facilities and we also gave them some tools to do the work.

"We need to ethically reorient our people' mindset through awareness creation , sensitization and advocacy to traditional rulers, village heads and youths and women  groups for them to develop that culture of volunteerism of taking charge of water sanitation and hygiene facilities and other government provided facilities meant for their own development within their domain it's not only one facility that was vandalized because if government provide to your community today the next budget should go to the next community

"Let people change their attitude towards vandalizing of government properties

That's why the law is very important, before now many vandalized our facilities and get aware with it but now, we have to regulate the WASH activities permit will be given to whoever is drilling bore hole and we will supervised whether privately or publicly.

"As henceforth, the law has provided penalty for anyone caught drilling borehole illegally, defecating openly or vandalizing any WASH facilities.

The law also ignite private developers and landlords who doesn't provide WASH facilities to their tenants and they will be penalized, as the law also provides quality of service and gets petitions from final consumers, it also gives opportunity for private sectors to participate in WASH"

He commended the state governor HE Pastor Umo Eno over creation of WASH ministry to ensure delivery of end to open defecation by  2025 and sustainable access to water sanitation and hygiene facilities and services by 2030,  described  him as a promise keeper.

According to him "When our governor was still a Commissioner for lands, he noted the important of WASH sector and he promised that if opportunity is given that he will create the WASH ministry to ensure the enormous tasks, delivery of end of open defecation by  2025 and sustainable access to water sanitation and hygiene facilities and services by 2030 and he has done it.

AKRUWATSAN boss also charged Governor Eno to release fund for tackling the repairs of water sanitation and hygiene facilities in remaining 24 local governments to improve the percentage of safely managed water supply and also put an end to open defecation before 2025.

"According to water sanitation and hygiene management 2021 report only 9percent of Akwa Ibom people has safely managed water and 47percent of population gets basic water, well, hand pump etc

"it's less than 2years, and how will we achieve this when we need more than 24billion to paste on ODF roadmap  and by the time the governor returns 2027, we will need to have affordable sustainable access 100%.
